Google Ads captures demand that exists — someone typing 'emergency electrician near me' has already decided. Meta creates demand for things people were not looking for. Spending on the wrong one first is the most common paid-media mistake we see.
Why are my Google Ads getting clicks but no calls?
Usually because the clicks are the wrong ones or the landing page does not answer what the searcher typed.
Broad match with no negative keywords buys traffic for questions you do not serve. And a click that lands on a generic homepage instead of a page about that exact thing loses the searcher's intent in one second. Both are cheap to fix and both are invisible unless someone reads the search terms report.
